Mr. Taylor has been employed at the Department of Health for 19 years, and previously with the Pennsylvania Emergency Management Agency for 2, after retiring from a successful 22 - year career in the United States Air force. Mr. Taylor is the EMS program Manager for Preparedness and Response whose duties include developing policy, assesses program operations and provides quality assurance oversight for all hazards preparedness of EMS system components. He promotes system improvements through special projects and research with academic partners, and partnerships with Pennsylvania Emergency Health Systems. Further, in cooperation and coordination with 13 Regional EMS Councils, Mr. Taylor manages the EMS preparedness program including regional EMS Preparedness Specialists, the EMS Ambulance Strike Team program and provides oversight of special event planning submission, review and approvals.
